RFSD Students Outpace Peers Statewide on Third-Grade TCAP Results Tied With Highest Score in Six-Year Period

GLENWOOD SPRINGS, Colo. – Roaring Fork School District students outpaced state averages on the third-grade Transitional Colorado Assessment Program (TCAP) test scores released this week.

"We are proud of the accomplishments of our third-grade students and staff," Sirko said. "This year's results are tied with the highest scores ever in the six-year period, and we are now outperforming the state proficiency average. Our goal is to continue this trend and be significantly above the state average."

Sirko attributes the high scores to several factors contributing to the higher scores, including the process of restructuring its K-12 language arts and elementary literacy programs last year, using mill levy dollars approved by voters in 2011.

"Because of the generosity of our voters passing the mill levy in 2011, we now have higher quality materials and curriculum as well as increased professional development," Sirko said. "We now have a literacy coach in every school, frequent student progress monitoring, changes in instruction and even more professional development focused on evidence-based reading strategies. We are also beginning to realize the benefit of extending learning time over the summer with Summer Advantage - which will continue for a third year this summer."

It is important to note that the scores released this week represent the scores of different groups of students. For example, this year's third grade scores are compared to the scores of last year's third graders at the grade. Comparing scores over two or more years allows the district to identify trends showing strengths and areas where more work is needed. Scores overall are continuing to trend upward year-after-year.

Overall, seventy-four percent of the students are proficient or advanced, while there continues to be a significant achievement gap.

District officials pointed to a year of new challenges, which included restructuring the literacy and language arts program, learning and complying with new early literacy requirements, and implementing a new teacher evaluation system required by the state. Superintendent Diana Sirko commended staff and students their hard work and diligent attention to instruction despite these challenges.

"We are still not where we need to be in terms of closing the achievement gap, but we are seeing progress in the right direction," Sirko said. "We are using these results to identify the strategies that are successful and building on these gains."

Three out of four schools, Basalt Elementary, Sopris Elementary, and Glenwood Springs Elementary, have made significant gains year-after-year. Crystal River Elementary School showed a decline this year over last.

"We are really excited about the progress we are making, and at the same time we are obviously concerned about all of our students who are not yet proficient in literacy by third grade and are particularly focused on proficiency rates at CRES," said Rob Stein, chief academic officer. "We will be conducting a diagnostic review on a short timeline and learn from that what action to take to have an immediate impact on our children and future achievement."

Overall Data Analysis

* 360 total third-grade students took the test
* Seventy-four percent were proficient or advanced
* Scores trending upward year-over-year
* Out-performing the state
* This year's results tied with highest score achieved in a six-year period
* Three of four schools have made significant gains year-over-year
* Continue to see significant achievement gaps
